The Punjab Government runs three big housing schemes. Their names sound almost the same. Many people apply for the wrong scheme, waste their time, and face rejection. This post clears the confusion in simple words.
All three schemes come from the vision of Chief Minister Maryam Nawaz. The Punjab Housing and Town Planning Agency (PHATA) executes them under the Housing, Urban Development and Public Health Engineering Department. But each scheme helps a different type of family.
Read the comparison table first. Then read the detail of each scheme. By the end, you will know exactly which scheme fits your situation.

Apni Chhat Apna Ghar: Build a New House on Your Own Plot
Apni Chhat Apna Ghar (ACAG) is the parent program. It started in August 2024 and targets a different problem. Many families in Punjab own a small plot but cannot afford construction. Rent eats their income while their plot stays empty.
ACAG gives these families an interest-free construction loan of up to Rs. 15 lakh. The family builds a complete new house on their own land and repays the loan in easy monthly installments of around Rs. 14,000.
Key conditions of ACAG:
- You must own a residential plot. The limit is up to 5 marla in urban areas and up to 10 marla in rural areas.
- Your family data is checked through NADRA and NSER records, including your PMT score.
- Selection uses a computerized and transparent balloting system.
This program has a strong track record. The government has disbursed 173,158 interest-free loans worth Rs. 224.457 billion under ACAG. Around 200,000 families have moved from rented homes into their own houses.
Apni Zameen Apna Ghar: Free Plot for Landless Families
Apni Zameen Apna Ghar (AZAG) helps the most deserving group of all. These are families who own no land anywhere in Pakistan. Without land, no loan scheme can help them. So the government gives them the land itself, completely free.
Under AZAG, eligible landless families receive a free 3-marla residential plot. That is about 675 square feet, enough for a small family home. The first phase distributed around 2,000 plots across 23 housing schemes in 19 districts of Punjab.
Important points about AZAG:
- The plot is free. You pay nothing for the land.
- You must be a permanent resident of Punjab with no property in your name.
- You apply in your own district only, on the portal azag.punjab.gov.pk.
- Selection happens through computerized balloting, not first come first served.
- After getting the plot, allottees can apply for an interest-free construction loan of Rs. 1.5 million to build their house.
The scheme runs in phases. When one phase closes, the government announces the next phase with new districts and new plots.
Which Scheme Should You Choose?
The answer depends on one simple question. What do you own today? Find your situation below.
| Your Situation | Your Scheme | What You Get |
|---|---|---|
| I own a house with a weak or leaking roof | Apni Chhat Mehfooz Chhat | Rs. 5 lakh loan for roof repair |
| I own a house and need an extra room or floor | Apni Chhat Mehfooz Chhat | Up to Rs. 10 lakh loan for expansion |
| I own a plot but have no house on it | Apni Chhat Apna Ghar | Up to Rs. 15 lakh construction loan |
| I own no land and no house | Apni Zameen Apna Ghar | Free 3-marla plot, then Rs. 15 lakh loan option |
Think of it as a ladder. AZAG gives land to those who have nothing. ACAG builds a house for those who have land. Mehfooz Chhat protects and expands the house for those who have one. Every family in Punjab fits somewhere on this ladder.
One Big Confusion: The Portals
Here is the point where most people make mistakes. The schemes do not all use one website.
Apni Chhat Mehfooz Chhat and Apni Chhat Apna Ghar share the same portal, acag.punjab.gov.pk. You register once and select your loan category inside the portal.
Apni Zameen Apna Ghar has its own separate portal, azag.punjab.gov.pk. Free plot applications only work on this portal, and only when a phase is open in your district.
Only use these two official portals. Many unofficial websites copy these scheme names. Never enter your CNIC or pay any fee on an unofficial website. All three schemes are free to apply. The helpline 0800-09100 answers questions about the loan schemes.
Common Confusions Cleared
Mehfooz Chhat is not for new houses. If you want to build a new house, that is ACAG, not Mehfooz Chhat. Mehfooz Chhat only repairs and expands existing houses.
ACAG is not for people without a plot. You must own the land before ACAG can fund your construction. If you own nothing, start with AZAG.
AZAG is not a loan. The plot is a free gift from the government. The loan comes later, and only if you want it for construction.
The names look similar for a reason. All three belong to one housing vision. The government wants every Punjab family to move up the ladder from landless to homeowner to safe homeowner.
